Will the placid arm work as an stabilizer?

Yes it will. It works to help minimize both vertical and side-to-side vibration.
If you pull down camera to get a lower shot, shouldn't the "string" go back up when releasing weight? Or is it setting height and that's where it is? I know the Swedish Easy Rig the string/cable will go up and down.
